Tapered expansion plug for off-season plumbing seal-up.
Genuine Horizon #9 tapered winterizing plug, sized for 1-1/4 in Fitting or 1-1/2 in Pipe (OD). Push-in expansion design seals open plumbing ends so freeze damage cannot crack a return line or fitting over winter. Reusable plastic plug with a captive wing nut, drives the rubber gasket against the inside diameter for a positive seal. Outer diameter is ~1.781 in, the standard Technical Products / Anderson plug-size #9 cross-reference.

Does this go in a pipe or in a fitting socket?
This size (#9) is sized for 1-1/4 in Fitting or 1-1/2 in Pipe (OD). Pipe plugs go into the cut end of a Sch 40 PVC pipe (smaller ID). Fitting plugs go into the open socket end of a coupling, ell, or valve port (larger ID). If you are not sure which end you have, measure the inside diameter with a caliper and match to the OD column on the spec table.
How tight should I crank the wing nut?
Hand-tight plus a quarter turn. The rubber gasket needs to expand against the pipe ID, but over-cranking deforms the gasket and shortens its life. If the plug leaks under low blower pressure, add another quarter turn and retest. If you are pressurizing above 5-10 psi, switch to a threaded plug instead.
