Can I use it with the spa full of water?
Yes. Surface Clean is safe for use whether the spa is full or empty, and the application will not affect your water balance. That is the practical advantage over a general purpose household cleaner: you can hit a waterline ring or a greasy patch mid season without draining, without foaming the water, and without re-testing and re-dosing afterward.
